Giving
special concern to electricity rationalizing and increasing the potential of
its usage is not a new issue. Many relevant activities have started more than
two decades ago, including conferences, symposiums, workshops, awareness
programs and the release of decisions and legislations. This campaign follows
on many efforts that have been exerted by the Ministry of Water and
Electricity, in addition to other concerned agencies pursuant to the Royal
instructions and decisions of the Council of Ministers to establish procedures
aimed at rationalizing the electricity consumption and increasing its potential
of usage. Royal Decree no.(7/905/M) dated 29/04/1429 H emphasized the need to
cut down on the power consumption in the existing government buildings and to
resort to the use of thermal insulation in the future buildings. The Council of
Ministers Decision no. (169) dated 11/08/1419 H called for restructuring the
Electricity Sector. It contained: "This Ministry shall plan, and follow up
the implementation of an ongoing comprehensive program to rationalize the power
consumption in line with the State's objectives". Also, decision of the
Council of Ministers no. (254) dated 19/10/1426 H approved the Electricity Regulations
which contained: "This Ministry shall plan, approve and follow up the
implementation of programs to rationalize the power consumption in cooperation
with the Electricity and Dual Production Organizing Authority, research centers
and concerned agencies". For this purpose a media plan must be drawn in
cooperation with the Ministry of Culture and Information and concerned agencies.
Such efforts were crowned by the supreme directives contained in Royal Decree
no. (152/MB) dated 17/02/1427 H which stipulated that the Ministry of Water and
Electricity should organize constant awareness campaigns aimed at educating the
citizens with the proper means of rationalizing power consumption especially in
summer to minimize the consumers' bills and reduce the high consumption of
electricity.

Based
on the above, the national campaign for rationalizing power consumption has
been launched as an annual campaign that aims at upgrading the power usage
potential and reducing the waste that is estimated at 45%. Among the major
events of the awareness campaign are advertisements in summer at an average of
(180) bulletin, advertisements broadcasted through channel 1of the Saudi TV, at
an average of (96) ads, in addition to radio ads, video clips, roadside
signboard ads and organizing mobile exhibitions at (16) cities at an average of
(20) days per city and a constant exhibition in Riyadh that lasts during the
whole length of the campaign. Added to that are publications including
foldouts, posters and periodicals, diaries and agendas, informative files,
student awareness brochures, color books and short stories for children. Such
items shall be provided in the quantities and technical specifications that
satisfy the campaign requirements. An introductory l-minute film shall be made
available in (10,000) copies for distribution to the media means and awareness
related agencies. The campaign shall also include specialized symposiums and
lectures, in addition to various activities such as editing press articles,
mobile messages, press and TV contests. A website shall be launched for the
campaign reflecting all events and awareness means and providing communication
with the people. Also, an information center and call center have been
furnished at the Ministry to support the campaign activities.
Last
but not the least; I would like to thank HE the Minister of Water and
Electricity for his concern, support and constant follow-up of this issue and
for his support of the campaign. I would also thank the members of the
Supervisory Committee, work teams and everyone who has shared their efforts and
thoughts. Appreciation is also extended to the agricultural companies who have
supported this campaign. Finally, I would like to thank you all for your
attendance of the inauguration ceremony hoping that our efforts are poured into
one focal point for maximum benefit of the campaign.
